CS wants to know difference between institute and department
The Jammu and Kashmir government has failed to give wings to a prestigious project – the Institute of Mathematical Sciences (IMS) even after three years of its launch in 2013.
As politicians these days are creating hype over the establishment of AIIMS and IIT in Jammu and Kashmir, they have ignored the Institute of Mathematical Sciences (IMS) while government is yet to start the academic and research programs even as three years have elapsed.Official sources told that the government couldn’t recruit faculty and other employees for the institution and the land is yet to be identified.
“The Institute of Mathematical Sciences was inaugurated in 2013, raising hopes of many students. However, the institution is still working from makeshift room at Amar Singh College Srinagar. And it is not offering any course leaving hundreds of aspiring mathematicians in a lurch,” sources said.
IMS was established to offer research programmes to students in the state. And introduction of subjects including Mathematical Physics, Mathematical Engineering, Mathematical Economics, Econometrics, Computer Sciences and others was also on cards.
So far, according to officials, the institution has organized a number of programmes including extension lectures, counseling sessions, workshops and entrance tests for various academic and professional institutions.
“It seems that certain forces in bureaucracy are not happy over the establishment of an independent institution. Even after the establishment of the institute its requirement is being debated,” said an NIT pass out.
The institution was supposed to create more than 50 seats for integrated courses at graduation and research levels.
Although the state government has procured around 200 kanals of land at Khimber, Hazratbal for institution’s permanent campus, there are no signs of it offering courses as of now.
The institution’s file for sanction of courses, according to officials, has been sent many times to the office of Chief Secretary.
The head of administration, according to them, has returned the file to the State Higher Education Department, arguing as to what was the difference between Mathematics Department of Kashmir University and the Institute of Mathematical Sciences.
“This sending and resending of the file to the General Administration Department (GAD) has been going on for a year now,” an official said.
Wali Muhammad Shah, former Director of the Institute said the courses have got stuck in bureaucratic hassles.
“The institution has only carried out workshop and training activities. However, we couldn’t start the actual work due to lack of funds for staff recruitment,” he said.
Shah has been transferred two days ago to Pattan Degree College and now the institute is headless.
